Two teenagers have pleaded not guilty to a 2024 cyber attack on London transport.

Thalha Jubair, 19, from east London, and Owen Flowers, 18, from Walsall in the West Midlands, appeared for a plea hearing at Southwark Crown Court on Friday.

They are charged under the Computer Misuse Act with conspiring to commit unauthorised acts against Transport for London (TfL) last summer, which cost millions of pounds.

Flowers is also accused of unauthorised acts against computer systems belonging to SSM Health and attempting to commit unauthorised acts against computer systems belonging to California’s Sutter Health, one of the largest health systems in the US.

Jubair is additionally charged with failing to provide passwords to devices seized from him in March.

Both have denied all charges and are scheduled to stand trial at the same court next June.

They were arrested in September at their homes as part of an operation by officers from the National Crime Agency (NCA) and the City of London Police.

TfL was targeted on 31 August 2024 by attackers who accessed customer data, including names and contact details.

The cyber incident did not cause any wider disruption to transport networks, but has cost the operators millions of pounds in losses and recovery.

At the time, TfL described the attack as “sophisticated” and “aggressive” and was forced to shut down some areas of operation, including traffic cameras and “dial a ride” bookings.

They were also unable to process some payments.
