The fire at Gul Plaza occurred amid heavy traffic on MA Jinnah Road, compounded by ongoing Green Line project work, which temporarily reduced the road’s effective width. Despite these challenges, the district administration and emergency services responded promptly.

The Deputy Commissioner (South) Javed Nabi Khoso has submitted a detailed response to the judicial commission, highlighting the district administration’s swift action and coordinated efforts that helped contain the disaster.

Khoso informed the judicial commission that the district administration received the first alert at 10:27pm via the Emergency Control Room and Wireless Coordination System. Within four minutes, the administration was fully mobilised. By 10:31pm, Khoso had arrived at the site to coordinate among KMC, the Fire Brigade, and Rescue 1122, ensuring uninterrupted rescue operations.

An emergency response coordination mechanism was activated, and a help desk was immediately established. A District Emergency Operations Centre was also set up.

Authorities confirmed that flammable materials stored inside the building intensified the blaze, but no permanent obstacles or municipal works blocked emergency access.
