Nearly 40 per cent of teaching and administrative posts at public and private universities across the country are lying vacant, prompting the Higher Education Commission (HEC) Pakistan to take strict notice, it has been learned.
The Commission has granted vice-chancellors and rectors of public and private universities a deadline of August 15, 2026 to convene selection boards and complete recruitment processes. It has also indicated that administrative action may be initiated against institutions responsible for undue delays.
In a circular issued by HEC Chairman Dr Niaz Ahmed Akhtar, it was stated that a significant number of posts — including Pro Vice-Chancellor, Registrar, Dean, Controller of Examinations and faculty positions — have remained vacant for prolonged periods, adversely affecting both academic and administrative functions. The Commission has directed VCs to ensure immediate appointments against all vacant positions.
According to the circular, reliance on ad hoc and temporary appointments has weakened decision-making, academic planning, research output and student support systems within universities. The HEC has made it clear that transparent, merit-based recruitment must be completed in all cases by August 15, 2026.
The Chairman has written to rectors, vice-chancellors and pro vice-chancellors of all public and private universities, instructing them to convene selection boards regularly and warning that any lethargy or delay in appointments will not be tolerated.
