Govt finalises Rs22tr borrowing plan

ISLAMABAD:

The Ministry of Finance has finalised the annual domestic borrowing plan for the fiscal year 2025-26, under which the government is set to raise over Rs22,000 billion in new loans, sources said on Wednesday.

According to sources, the new borrowing will be utilised to repay maturing debt and finance the federal budget deficit.

The government has set a target to retire Rs15,628 billion worth of old loans.

After repayments, the net domestic borrowing is estimated to stand at Rs6,395 billion, the sources added.

The plan includes borrowing Rs8,731 billion through Treasury Bills and Rs8,595 billion via Pakistan Investment Bonds.

Additionally, Rs3,312 billion will be raised through Government Ijara Sukuk, while Rs1,385 billion is expected to be mobilised from National Savings Schemes.

Sources said the government is preparing for large-scale domestic financing to bridge the widening budget deficit in the current financial year.
